Ultimately, yes.

Prudence dictates that it seeks as it highest priority to elimiate problems
(such as PDF handling) that potentially affect the 95%+ of the market that
use IE, and not base policy upon the religious wars that give rise to
describing one market contributor in the terms I have seen employed in this
debate.
