I've been viewing this debate for quite a while now (I love holy wars...). To state my position: I use LaTeX for all my document formatting (I'm a computer science student). WYSIWYG editors tend to make me shudder, not least because of the fact that it is usually a horrible misnomer. Rather than state an opinion though, I am wondering how the documents in question are originally typeset? I am not very knowledgable in what alternatives are used by professional publishers, but would the original meta-format (such as TeX) not be a valid option?
Publishing the documents in .tex format could potentially be a satisfactory solution for many opinions expressed here. There are freely available tools for all platforms to convert TeX to ps/pdf/html according to preference. Or simply make multiple formats available, like Citeseer. Insisting on one format for no reason is surely just going to cause argument (which, perhaps, is not altogether a bad thing...). If you want to just view online then I agree that html can be a valid option. For printing, I would say that there are few things better than ps/pdf (although pdf has advantages over ps through built-in compression.) Choose the right tool for the job.
