I am not sure whether plain text would have problems since I have not used
it for this purpose

I would personally like to see Acts of Parliament in a form that is as close
as possible in all respects to the paper form in which they have been
through Parliament.

This may mean that it has to be on paper but I have found that both PDF and
postscript are pretty good at providing an electronic form that is very
close to the original paper documents.

I am certainly not in the business of denying others the formats that they
love (plain text, html or whatever) but I do think that one of the formats
on offer should be one that preserves the style and format of the paper
document that Parliament actually used in dealing with the legislation.
