When we were all dissecting RIP in the days when it was a Bill, PDFs
were essential, for only with those could you see the line numbers which
were used to specify the points of application of ammendments.
For pure browsing of an Act, HTML may be fine, but if you want a printed
copy, then HTML is useless, because it will split pages at unsuitable
places, omit page nos, and so on.
OTOH, I agree that PDF is too rigid, because there is no way to reformat
it to different paper sizes. A Plague on both their houses :-( .
