I have seen this with other browsers.

So let me understand this.

You know that:
(a) html can loose text in some circumstances, and
(b) that many people use Microsoft browsers, most without realising their
limitations

And yet you advocate that this format should be THE format in which Acts of
Parlaiment are made available.

However much you despise Microsoft, this does not seem to me to be a very
responsible position to take.

I have sympathy with both groups of people.

Well its pretty obvious that you don't like Microsoft but I have the
impression that you don't like people who use Microsoft products either.
What have you got against this group of people?
