depends on how it is done.
method #1 (so beloved of governments everywhere) is to embed actual images
of the pages into the pdf; for this to be at a decent res, this means large
files
method #2 is to ebed text in a rendered (similar to postscript) format, and
embed only the text; this shouldn't be much larger than the html equivilent,
even allowing for the fonts being embedded too (and they often aren't)

control of modifications is another fallacy - its a document, therefore it
can be altered. that certain flags can be set to (for example) allow view
but not print or cut/paste, only means finding an application to reset those
flags (until the european DMCA is passed of course *sigh*)
