Government should stick to the Internet way of doing things, if it is 
serious about its claims of embracing Internet. That means HTML as 
far as I'm concerned. This should be one big file, for downloading 
and reading off-line.

If they want to provide additional formats (HTML split into small 
files for rapid loading, Acrobat, Postscript and Word are probably 
the best ones) then these should be additional.
