There is a project to produce a database web-site with all current acts
available. It is currently rumoured to be going public next June or so.
Do not hold your breath.
Though the HMSO site Acts are, as you say, chunked, I still see .pdf's
as the spawn of the devil. They are inherently 'anti-net', and half the
machines I use either do not read or print them properly, and they are
awful to use.
I would always encourage the publication of Acts (I got the first
licence from HMSO to publish these back in 1992), but I would wait, and
under no circumstances would I encourage pdf'ing them.
