But since a policeman breaching privacy using his official powers (hence
with the added factor of `breach of trust') is reprimanded, what
possible reason is there to believe that anyone else would be treated
any differently?

Oooh.  Scary reprimands, for example?  Perhaps we might look at the
Customs and Excise example to see how seriously the civil service take
internal problems.  The civil service looks after its own long before it
worries about the likes of you and me.
