Not really: there's nothing stopping every piece of mail having
``undisclosed-recipients:;'' and virtually nothing, apart from the odd
procmail / sieve / etc script will notice.  Purports is awfully strong:
``vaguely implies that it might possibly bear some relation to'' would
be closer.
