I recall that EU Home Affairs ministers have long been working
into something called "eurodac". IIRC, it was database on inmigrants´
fingerprints, allegedly to make it easier for law enforcement officials to
follow track or an inmigrant´s past record (where he/she first asked for
entrance into EU territory, whether s/he has been caught illegally
entering, etc.) Considering that gummy-bear attacks all but defeat most
fingerprint sensors, I guess they´ll have to consider additional biometric
features.
