My understanding that this is a Private Member's Bill, promoted by Lord
Northesk. It does not have Home Office support, I gather, and is
essentially activity to stimulate debate, a little like Emma Nicholson's
anti-hacking bill of (I think) 1988 which was a no-hoper in terms of
getting passed, but which energised the process which lead to the CMA 1990.
