See definitions in the "Protection from Harassment Act 1997" at
http://www.hmso.gov.uk/acts/acts1997/1997040.htm.

As I recall there are something like 6 arrestable offences defined. This
Act has been successfully used against at least one student who had been
sending anonymous e-mail to fellow students and staff. By "successfully
used" I mean that the Police fealt able to move quickly to arrest, hold
and caution the student as soon as he had been identified as the likely
sender of the messages.=20
