Bollocks.

Pregnancy records are patient held, and have been for years. They
are time-critical and important, thus cannot be left to the
bureaucrats. There are almost never any problems. Even when 
mums-to-be are living on the street and suffering from mental
illness, they take better care of their records than hospital
libraries do.

This was remarked on by the Audit Commission when they studied 
the subject in 1995 - see
