The Symbian OS that ships in the Sony Ericsson P800 is produced in the 
UK. However the device itself (and other devices based on Symbian OS) is 
manufactured by companies based elsewhere who have little interest in 
accepting OS software that contains back doors for the benefit of the UK 
HO, and who have reputations that would be damaged if such back doors 
were found in their devices.

I think that the focus on back doors is mistaken - the UK and other 
governments have sufficient powers under law to render back doors 
largely irrelevant.
