I've already said that I doubt you'll get a HO response on this list any
more.

Meanwhile, without wishing to become their mouthpiece, I'll observe that
the physical security measures currently used for point to point
couriering "Confidential" and "Secret" material would ensure that the
contents couldn't be tampered with in transit [in the sense that it
would be entirely obvious if such a multi-wrapped package had been
opened].
