This is a rare explicit statement of common assumption (much beloved of
banks and similar), "We are experts on physical security therefore we are
experts on I.T. security." I am sure law enforcement judge the 'success'
of moving a prisoner or evidence by it arriving intact at its destination.
I don't think they tend to care overly about it being photographed on the
way. The above implies a frightening complacency about their ability to
protect key material.
