Absolutely.  Of course there's some potential for benefit.
The real question is whether the benefit outweighs the harm or not.

I don't see how.  If vendors can get away with disclaiming all liability
for software bugs today, it seems likely to me that they will get away
with the same even if TCPA gets deployed.  I'd like to believe that you're
right, but I fear hoping for TCPA to fix this is a bit too optimistic.
