Yeah, sure.

Actually, I believe your claim, as long as you restrict it to those
fortunate few who live near to an enabled exchange.  The real killer is
the number of enabled exchanges is still piffling.

I live exactly 5 miles due south of the center of Cambridge, supposedly
the most geek-infested spot in the country.  My exchange is not enabled
and BT claim to have absolutely no plans to enable it.  Other chunks of
Cambridge are either not enabled or have only been enabled very
recently.

Oftel should start insisting on availability as well as affordability,
IMAO.
