s11 is already written in such a way that there's no need for the
warrant to be served on the owner of the system -- so provided that an
aerial can be brought suitably close then the radio will undoubtedly
assist with interception

as to retention - there aren't really any retention requirements in RIP,
you're thinking of ATCS, and I can't see any obvious special interaction
here. If the Secretary of State wishes to enter into an agreement with
you then he will do so
