RIP s22 notices - partial climbdown expected tomorrow (Sunday Times)

Will Chief Exec's be restricted as to who (within their respective
organisations) they will be able to pass the comms data on to once the
information is obtained?  And will they be liable to prosecution if the info
they receive is mishandled, leaked or left in the photocopier?
