I don't know whether there are formal chargeback procedures; but since the
card issuer needs to be able to prove his authority to debit his customer's
account if that authority is challenged in a particular case, and since he
cannot prove that he has that authority without a conventional written
voucher (or, in principle, some other cogent evidence that the customer
authorised the transaction), the customer can repudiate transactions where
he was not present to sign a voucher. In the absence of chargeback to the
merchant, the loss falls on the card issuer. Most will prefer to shift it
to the merchant.
