A major problem with Geldkarte was that the terminal infrastructure was not
put in place.
I also understood that some major German banks did not support the scheme at
the beginning, but its launch was pushed forward by a consortium of quite a
lot of smaller banks.
More recently, there have been suggestions that Germany and France will both
support CEPS, and that that will use asymmetric crypto. Word reaching me is
that transactions will be slower than Mondex (which COULD run at 2 sec in an
optimised situation with the 3109 card at 7.2 MHz clock - twice the usual
commercial clock rate - but was more usually 3.5sec or longer).
