ISTM that the forces of darkness have been heavily involved in 
setting up a particular set of thoughts/feelings/conditioning/climate 
amongst the uninformed. These are an extension of the, "if we mention 
the word security then you must suspend your intellect and 
uncritically do what we tell you", approach of old. They are now at 
the, "anyone who objects to what we say is hiding the fact that they 
are a terrorist, or terrorist apologist, or terrorist 
sympathiser/fund raiser."

In this sort of poisoned atmosphere some libraries may well have made 
the mistake they have been rightly criticised for, of seeking to 
desensitise children to make them more compliant adults. I doubt if 
this intent was recognised consciously, but I suspect it was there 
subconsciously.
