yes indeed - and if you go back to the June 1999 consultation you'll
find significant mention of it (and indeed quotes of relative parts)
If this is coming as a surprise to you, then you probably need to do a
little more homework before commenting :-(
In particular, Part II (which we hardly speak of here) codified standard
policing actions and it was essential that this was in force before the
HRA came into effect in October 2000.

Well, http://www.homeoffice.gov.uk/oicd/interint.htm appears to have the
same content as when I last looked at it - perhaps you could indicate
the changes ?
