that is correct, however, the "From" and "To" are believed to be caught
by the s21(6) phrasing

    In this section "traffic data", in relation to any communication,
    means- 
  
    (a) any data identifying, or purporting to identify, any person,
    apparatus or location to or from which the communication is or may
    be transmitted,

since they clearly purport to identify the "to" and "from" for an email
and indeed, in the vast majority of cases, will do so

At present there's no case law [this part of the RIP Act is not yet in
force] - but the statute is there to be interpreted - and that
interpretation puts "Received" and "Return-Path" clearly into the
"traffic data" bucket where most people believe that they are joined by
"From" and "To".

"Subject" is clearly in the "content" bucket where it is joined by
various other headers such as, for example, "X-Face" :)
