So attach your false plate to the front of a parked car in
the multi-story. When do people check their plates are still
the usual ones ?

Camera-adequate ones are probably easy to paint on plywood and
attach with sellotape sticky pads or similar. I can imagine the
cameras (like a certain set of pirates) finding all their victims
are taxis (orphans).
