BBC News : Congestion charges face legal challenge

My understanding is that it is the database run by the scheme managers
(Capita?), and it contains the vehicle numberplate and a flag showing if it
has paid a fee valid for that day (i.e. if someone has paid a fee and
declared that the fee is for that vehicle on that day or a period
encompassing that day).

What happens if the vehicle is not showing as having been paid for on that
day, I leave to others to describe for now (can't remember the detail, but
may be able to dredge up the presentation given to the DfT's Transport Card
Forum).
