This depends crucially on who holds the controlling keys.  If the Chinese
government could hold such keys, they would be delighted with it.  However
I don't think that they would have any truck with the idea of Bill Gates
holding those keys and being able to control very computer in China.
Equally I don't think the TCPA cartel would happily give China the keys,
especially considering the levels of unlicenced software use alleged to
take place in China.  (Albeit they might be willing to come to some
arrangement.)

I think it is more likely that as soon as they can China will produce their
own "Mao" chip to go in the place of the "Fritz" chip, so that they are
completely in control.  They would certainly require their use, and if
anyone accuses them of repression, quote Hollings at length.
