I don't think this problem is specific to 419's (or even to 'net issues).
In my own experience, taking evidence of various forms of telecomms fraud
or computer misuse to Police (at any level) in the UK, tends to be met by
an indifferent response unless either the offence is one of those on their
current "target" list, or (in some cases) where the complaint has come via
a major network or service provider.

This even appears to be the case with the National Hi-Tech Crime Squad and
I attribute it to resource starvation coupled with their difficulties in
understanding the technology issues and the improbability of their getting
ready support and co-operation from the network/service providers involved.
