True, but from a marketing point of view a disposable pre-paid phone will
only make sense if it's sold pre-connected. They'll want to sell them out of
vending machines at airports in the end. Also, note that the level of
mischief the Americans get up to with their guns seems to have done little
to modify their laws with regard to sale and distribution.

They still need connecting to the network. The phone company may insist
on that "rigmarole" (perhaps dependent on how many people demonstrably
get up to mischief with the phones and cause grief to the phone
companies).
