California SSN and Encryption

It was extensively discussed at the time (?1996-8?) - and would probably 
be available in any archives about war-time ID numbers - the old NHS 
numbers were simply the old ID numbers recycled.
I haven't been able to find anything so far - I'll see whether anyone on 
GP-UK has any more info
