Whilst I don't disagree with you, the police budgets (outside of London) =
are=20
the province of the Police Authorities which are made up (in the main) of=
=20
County Councillors.  Councils in a Police Authority area normally rubber=20
stamp the budget decided upon, and anyway, they can always add to it by t=
he=20
levy of a penny rate.

Which gets absorbed into the Community Charge......
