Yes. while closed loop crypto will still be secure, that will not allow
recruitment without risk of compromising the net - so conventional
infiltration will still work, just as it would if the illegal material
were transported physically in some secure manner.
What it *won't* allow is casual scanning for illegal material; that's
ok, as that wasn't possible until recently, so losing it again shouldn't
affect police work (laws really not having caught up in most places to
allow it. obviously the UK is an exception with the RIPA)
