I support your analysis.

50 years ago C. P. Snow wrote about the difficulties caused by the 'two
culture' society in the UK and the ignorance shown by so many in power
about any issues in which science and technology play a significant part.

And this 'knee jerk' reaction to so called 'copyright theft' nicely
illustrates that we are no better off now than we were 50 years ago.

Whenever any UK government legislates on issues with strong technological
overtones, just about the only certainty is that they will make a mess of
it.
