The e-Envoy website has a list of consultation papers at
http://www.e-envoy.gov.uk/publications/consult_index.htm There are currently
no open consultations. The press release about the work you mention
(http://www.e-envoy.gov.uk/pressreleases/pressnotices/29aug01.htm) says that
public consultations will begin in November and December.
