The idea is that the units are released one at a time when a phone
call is made while roaming.  The root would be signed by the user's
home telco.

The point is that when a phone call goes from one minute to two
minutes or whatever, another unit is released.  You couldn't do that
with Wagner blinding, because you would have to know the costs of the
calls you were going to make in advance.
