Hmm. well, as I read this - if the users can download the app from a direct
URL without going via the licence screen (not that I am suggesting anyone
visit http://www.pgp.com/downloads/pgpsdk-download.asp directly of course)
they don't see the licence, therefore it doesn't apply.
not too sure about the licence copy bundled in the download - but suspect
the Uk's "no shrinkwrap licence" exclusion would cover that.

Of course, that will probably be re-tested in a DMCA case - but I suspect
plenty of people would not want to risk visiting the US if there was a
chance they would get a Sklyarov type arrest to try and "send a message" to
other users...
