I note that Amtrak appear to have introduced new rules, forcing rail 
travellers in the NorthEast of the USA to prepay for tickets, and to 
carry photo ID (when buying the ticket and when travelling).

"IF HE OR SHE DOES BOARD THE TRAIN WITHOUT A TICKET, HE OR SHE WILL BE 
SET OUT AT THE NEXT STATION WHERE IT IS SAFE TO DO SO.  (THE SAME THING
WILL BE DONE IF THE PASSENGER HAS NO IDENTIFICATION.)"
