Such bunkers are designed to resist blast, fire or EMP from
a near miss by remotely launched large (nuclear) weapons,
and to filter out chemical weapons if the filtering is on.
They are not proof against close-up attack e.g. by someone
who can actually put shaped charges against it to crack through:
you put ground troops outside to prevent that.
It probably is of good current design, since strategy no longer
calls for as many bunkers against massive Soviet nuclear attack.
