One approach that might work is to point out the comparison with some of
the inappropriate measures that have been suggested previously in the heat
of the moment.  The worst example that I am aware of is the government's
first response to the Dunblane massacre; they proposed compulsary V-chips
for televisions.  With hindsight this seems absurb, but at the time even
parts of the quality press were behind it and apparently believed it was
relevant.
