That's how I understand it too -- it seems as though certain people
started the encryption story off just after the incident.  No one has
provided any evidence for it, whether or not it is true.

This kind of opportunism seems very disrespectful of the people who
died, and this is a point which could usefully be made to the media,
IMO.
