I'm just amazed they haven't accused him of using
broadcast-and-recording-proof steganography to encode detailed attack
orders in these broadcasts, too...

Yes, it's possible he's using pre-defined phrases as triggers for
pre-agreed actions...  

In which case, "looking at the statements" is probably all they can
do....
