Yes, they want an "over 18" credential, not an ID card, like the Portman
Group's "Prove It" card.

My point was that they are issued, not that people keep them close to hand.
Certainly for at least the last decade they are posted to all individuals on
the electoral register as they reach their 16th birthday.

Which a certificate giving my name wouldn't be much use for -- you really want
my NHS number. But whether even emergency access to medical records provides
benefits remotely close enough to the resulting costs in privacy and security
is something most members of this list seem very doubtful of.
