Costs of Privacy

While we whinge about the cost of RIPA etc, the Americans (can it seems)
whinge about the cost of privacy! The study below seems to indicate  the
costs in"Billions". There is some consideration of the financial aspects of
implementing legislation in US such as COPPA (child online privavcy
protection act), and why it does not work
