First off, I assume this excludes CyberPlod ?
Secondly, I'd like to know how it can be realistically enforced... they may
as well do the same for IRC.
If steps are taken to obfuscate the source address, how will you trace them
?   Or identify them ?
Across international borders ?   Answers on a postcard please ;-)
