The "other people" to whom you refer might be the members of the
cDc/Peekabooty network itself.=20

The very freedoms from censorship they are trying to promote may leave
"innocent" members of the network open to prosecution for serious
offences under the Protection of Children Act, Terrorism Act, etc.

To the extent that I understand what is being proposed, it appears
unintentionally to give the Government tremendous scope for LEA
orchestrated "sting" operations. Requests could be made for particular
clases of material and when it is judged to be on a Peekabooty network
host in the UK, the plods move in and arrest the machine's owner for
offences rather more serious than the possesion of pirated music!
