FLASH: Clarke says PSI Bill will NOT cover IT security consultants

Clarke has just announced in 2nd Reading debate (16:09 BST) that PSI Bill
will NOT cover IT Security Consulatnst, BUT DTI "will consult with industry"
about adequacy of exiisting arrangements
