It seems we actually came into this discussion a little late: 

*	The committee stage in the Lords for this bill in the Lords was
on the 30th Jan.
*	The report stages were on the 1st and 5th March.
*	The third reading was on the 15th march.

The Lords did make some amendments, but these seem to have been entirely
technical, and to have no relevance to the current discussions here.
Given the close timing of the report stages and 3rd reading, it does
seem likely that the Government is trying to rush things through before
any election.

I have written to the Home Office asking for clarification - I'm not
holding my breath.
