I am not sure that the CIA involvement goes beyond "customer".
quite a few leading-edge tech companies have three-letter-agencies for
customers - and if they aren't at least playing with linux/openbsd for their
own usage, I will be astonished. This *is* a heads-up though - to make sure
that the CIA are not such a valued customer that the main product is
weakened to please them (a particular danger given the product involved is
given away free on the web to anyone who cares to call)
